"A U.S. judge on Tuesday blocked President Donald Trump's executive order that sought to withhold federal funds from so-called sanctuary cities, dealing another legal blow to the administration's efforts to toughen immigration enforcement.

The ruling from U.S. District Judge William Orrick III in San Francisco said Trump's Jan. 25 order targeted broad categories of federal funding for sanctuary governments and that plaintiffs challenging the order were likely to succeed in proving it unconstitutional.

The U.S. Justice Department said in a statement it would follow existing federal law with respect to sanctuary jurisdictions, as well as enforce conditions tied to federal grants.

Sanctuary cities generally offer safe harbor to illegal immigrants and often do not use municipal funds or resources to advance the enforcement of federal immigration laws. Dozens of local governments and cities, including New York, Los Angeles and Chicago, have joined the growing "sanctuary" movement.

Supporters of the sanctuary policy argue that enlisting police cooperation in rounding up immigrants for removal undermines communities' trust in local police, particularly among Latinos.

In his ruling, Orrick said the language of the order made it clear it sought to withhold funds beyond law enforcement.

"And if there was doubt about the scope of the Order, the President and Attorney General have erased it with their public comments," Orrick wrote.

The judge cited comments from Trump calling the order "a weapon" to use against jurisdictions that disagree with his immigration policies.

"Federal funding that bears no meaningful relationship to immigration enforcement cannot be threatened merely because a jurisdiction chooses an immigration enforcement strategy of which the President disapproves," Orrick wrote.

Dave Cortese, president of the Santa Clara County Board of Supervisors, said in a statement: "The politics of fear emanating from the Trump White House has just suffered a major setback.""

"Multiple cases of people being arrested while seeking green cards marks a dramatic shift in immigration policy, say observers: ‘This is what we all feared’

Leandro Arriaga arrived at the immigration office with his US citizen wife and three-month-old daughter on Wednesday.

Their lawyer knew the meeting was a risk. Arriago, 43, who had come to the US from the Dominican Republic in 2000, did have an order of deportation out against him. But she had never had a client detained at a US Citizenship and Immigration Services (USCIS) meeting before.

The arrest of Arriago and at least three other people in Massachusetts this week while they were applying for their green cards marks a dramatic shift in immigration policy, say attorneys and experts.

A total of five individuals were arrested in total according to a statement from Immigration Customs Enforcement (Ice), which was responding to “an investigative tip”.

Susan Church, the head of the New England chapter of the American Immigration Lawyers Association, says that at least three of those people were in the process of applying for green cards and did not have criminal records."

To beat or not to beat - is that the question?!

Greg Krasovsky: This past Sunday, Russian police dispersed, detained and arrested thousands of people in various cities who were trying to protest government corruption.

About a 1000 people were arrested in Moscow alone, were charged with administrative offenses and fined or sentenced up to 15 days in jail.

So I was invited to a Russian TV show to compare how American police disperse and detain protesters.

Sadly, American law enforcement is still tougher on protesters than today's Russian police during dispersals and detentions.
 
So both sides have something to learn: The U.S. on how to reduce excessive use of force and police brutality and Russia on how to ensure and respect the people's right to demonstrate & protest.

It Begins: ICE Raids Innocent LEGAL Family and Shoots Their Dad!

Greg Krasovsky: ICE agents have a difficult & dangerous job, just like other federal and local law enforcement personnel.

As such we must support them and, whenever warranted, give them the benefit of doubt.



As a former City of Philadelphia police officer, I know what it's like to enter a building in the pursuit or search of a potentially armed subject, especially at night and/or under poor lighting.

Split-second decisions are made when confronted with a suspect who may be holding a weapon.

Sadly, there's always a possibility that the law enforcement officer could make a mistake and shoot an unarmed suspect who, on top of that, turns out to be an innocent bystander. I've seen this happen to other good police officers who worked with me.

This is another reason why unannounced raids on houses to arrest suspects are dangerous, especially at night, and should be used as a last resort.

Such raids, if conducted merely to detain illegal aliens who have not committed crimes of violence, could lead to avoidable and unjustifiable injuries to innocent civilian bystanders present in the dwelling.

While immigration laws must be enforced, their enforcement should not create unwarranted risks to innocent bystanders -- law enforcement tactics in use must be commensurate with not only their objectives (safe detention of illegal aliens) but also with the safety of the surrounding population.

As such, an objective and thorough investigation of this Chicago ICE shooting must be conducted - both in regard to the use of excessive force (unjustified shooting) and the efficacy of conducting such raids.

If the investigation reveals that an ICE agent used excessive force and shot an innocent unarmed man, then that agent must be held accountable and punished to the fullest extent permitted by law.

If the investigation reveals that the shot man was in fact armed and presented a clear threat to the ICE agent that shot him, then we must rally behind that agent and his colleagues and support them in their dangerous work.

In the meantime, let's pray for the speedy recovery (both physical and psychological) of all innocent persons who were hurt or impacted by this raid and its aftermath.

Also, please consider the illegality and associated risks (which this ICE raid in Chicago demonstrated) of harboring illegal aliens, even in a sanctuary city like Chicago, especially illegal aliens with criminal records (even for non-violent crimes).

They shot him, and I don’t know why.” 

 

Official explanations beyond rudimentary factual accounts of the shooting have not been forthcoming — even as the man who did nothing illegal recovers in the hospital. 

 

In fact, Torres, like the rest of his family — including the son allegedly targeted by U.S. Immigration and Customs Enforcement agents — are not in the country illegally. They’re documented American citizens — and have lived in the same location in Chicago’s Belmont Cragin neighborhood for over 30 years. 

 

“They didn’t say anything,” Carmen Torres asserted for the media, adding that, besides her daughter, a 5-month-old and 9-year-old were in the home during the ICE invasion. “They just came in and pointed pistols in our faces and dragged us out. We didn’t even have time to dress or grab milk for the baby.” 

 

But the discrepancies between the nascent official narrative and eyewitness testimony from family and friends in the home at the time of the botched raid only grow stranger from there."

New Spam Campaign via Necurs Botnet Tries to Manipulate the Stock Market!

"Necurs is back online and used to push "stock tips" about app developer, hikes up trading volumes already



The Necurs botnet is known as the largest spam botnet in the world, particularly for distributing Locky ransomware and Dridex. Now, it looks like Necurs is taking on a new role as someone tries to manipulate the stock market.

The discovery was made by Cisco's threat intelligence organization Talos, which notes that after being offline for several weeks, Necurs is back online."

What the emails contain is a market alert about a specific stock ticker - $INCT - which is attributed to InCapta Inc, a mobile app development company.

The message says that the stock is going to be bought out at $1.37 per share by DJI, which is a drone company, based on a tip coming from a Manhattan firm.



In order to entice the reader, the email further goes on to say that the move would revolutionize the drone industry by creating the first independent drones that can be dispatched to areas of interest such as crime scenes, car chases, wild fires, etc.

US and UK ban laptops and tablets on flights from certain Middle East countries.

US bans larger electronic devices on some flights from Middle East.

"US authorities have secretly required airlines from eight nations to forbid passengers from carrying any electronic or electrical device larger than a cellphone.

The new edict was distributed in an email described as “confidential” from the US transportation safety administration (TSA) on Monday.

The requirement forbids passengers from bringing laptops, iPads, Kindles and even cameras larger than mobile phones into the cabin. All such devices must be checked.

Saudi Arabia’s Saudia Airlines and Royal Jordanian airlines are among the affected countries; the full list had not been revealed to the affected airlines themselves until a press briefing by the US department of Homeland Security on Monday evening."

UK bans laptops and tablets on flights from six Middle East countries.

"Nothing larger than smartphone allowed in cabins on planes from Turkey, Lebanon, Jordan, Egypt, Tunisia and Saudi Arabia.

The UK government has announced a sweeping new cabin ban on all laptops and tablets on inbound flights from six Middle East countries – regulations that are wider than similar US restrictions.

The ban on anything electronic larger than a normal smartphone will affect direct flights from six countries: Turkey, Lebanon, Jordan, Egypt, Tunisia and Saudi Arabia.

UK airlines will come under the ban, including British Airways, EasyJet, Jet2, Monarch, Thomas Cook and Thomson. Foreign carriers affected are Turkish Airlines, Pegasus Airways, Atlas-Global Airlines, Middle East Airlines, Egyptair. Royal Jordanian, Tunis Air and Saudia.

Though the restrictions, effective immediately, will not apply to flights where UK travellers change planes in European airports, it is likely other European countries are considering similar restrictions."
